Monadnock Regional School District

Surry Transition Committee Meeting Minutes

March 24th, 2008

Monadnock Regional HS/MS

Approved

Committee members present: Jim Carnie, Jane Fortson, Winston Wright (MRSD School Board) and Tim Peloquin (Surry School Board).  Administrators Present: Dr. Kenneth Dassau, Superintendent.

The meeting was called to order at 4:04 pm.

1.  Approval of Minutes: Motion to approve the minutes by Winston Wright seconded by M. Gross.  Motion passes with the 3 yes with 1 abstention (T. Peloquin).  Minutes will be amended for minor clarification.

2. Request from the Surry School Board: A request has been made by the Surry School Board to ask the Monadnock Regional School Board to allow the current 9th, 10th, and 11th graders who wish to remain to continue to attend the Monadnock regional High School. The MRSD school board has approved the request to have the current students remain at the MRHS if they choose to do so.

3.  Tuition:  This item still remains open.  M. Gross stated that the Surry District needs to post the budget by mid-April.  K. Chambers has not heard back from the state, but the number she presented in September of ’07 should be within the ballpark, and would be the best number to use at this point.  The MRHS has not yet approved the tuition number.  K. Dassau would be talking to J. Bischoff to determine how many SPED students and relative services are required to determine what’s necessary for budgeting.  The Keene School Board has offered the same rate to the Surry District that Winchester pays.  J. Carnie wants to ensure that Monadnock recover its cost to educate the Surry Students, even there was an overcharge to be returned to Surry if the costs were not as high as what was charged.  K.  Dassau stated that the policy is to divide the rate charged by 181 days then it is billed over 2 semesters.

4.  Transfer of the Surry School Building:  M. Gross stated that the RSA gives the formula to use for the repurchase amount.  J. Fortson asked to have K. Chambers’s number and what it includes.  J. Carnie asked what the value of the building is?  Is it the value stated by the RSA?  The question of whether the kitchen equipment and shed should be included.

5.  Other:  J. Carnie’s concern is that the ramifications of the withdrawal are bigger.  Everybody has schools except Richmond and Roxbury.  It leaves everyone with a big question.  J. Carnie is concerned about where the district is going.

M. Gross asked about the MS-27 page 5:  revenue sources.  K. Dassau and J. Fortson stated that they would possibly have Catastrophic Aide (SPED related costs) and State Adequacy money as well as possibly foster placement revenue.

6.  Next Meeting:  Surry School Building, Monday the 7th of April at 4pm.

7.  Adjournment:  Motion by J. Fortson, seconded by M. Gross.  All in favor.  Meeting adjourned at 5:08pm.

Respectfully submitted by J. Fortson
