POLICY COMMITTEE
Approved Minutes for the Meeting of October 22, 2007
The Policy Committee met at 5:45 pm on October 22, 2007 in the Teachers Lounge. Committee members in attendance were Jonathan Kenyon, Ken Colby, James Carnie, Bill Felton, Gene White, and Sue Oerman. Also in attendance was: Dr. Kenneth Dassau, Superintendent of Schools; Dave Hodgdon, Assistant Superintendent of Schools.

G. White went over the changes made on the policy. The last sentence was added and changes to I, II, III concerning the Business Manager and their role in the policy. A motion was made by K. Colby; seconded by J. Kenyon - To Accept the modifications and pass to the Board.

G. White suggested we use the same definition of Corporal Punishment as in the Insurance agreement. We also need to add to Policy JKA – Corporal Punishment.. G. White read the policy JKA. There was a discussion to add the definition to both policies – JLDBA and JKA. J. Kenyon moved to insert the definition of Corporal Punishment into Policy JKA; K. Colby seconded.

J. Carnie makes the amendment; B. Felton seconded to remove the wording from the definition “But is not limited to”.

J. Kenyon made a motion; K. Colby seconded To Make Policy JBDBA the same wording as JKA on Corporal Punishment as modified. Discussion followed: G. White wanted to know where are we going to insert this wording. J. Kenyon suggested at the beginning. J. Carnie wants it at the end with “The use of Corporal Punishment is prohibited in District Schools” with adding the definition of
Corporal Punishment. K. Dassau commented about “name calling”. K Dassau suggested that we keep it uniform. A discussion on name calling followed.

G. White will make changes and submit to the next Board meeting in November 2007.
G. White handed out a copy of an article from the August 2007 NHSBA Policy
Update. Discussion about S. Oerman, G. White and J. Carnie being volunteers. Discussion about details of being a volunteer. We have Policy IJOC-R right now – appendix. Only two people at the SAU see who has a criminal record. A minor discussion followed about the issues that are happening in Maine concerning birth control and pregnancy. A pregnancy of a student should not be a volunteer issue that they have to deal with the parents, the students or anyone else.

There were a few
questions brought up by K. Dassau concerning the same regularity being used if
we require a check for the cost of the background check. We need to know who’s
in the classroom with the kids everyday. B. Felton brought up about the
Volunteer Coaching situation. Is a Volunteer Coach equal to a Designated
Volunteer inquired K. Dassau. G. White wanted to know if it complies with NHIAA
standards. J. Kenyon feels that coaches should be certified – otherwise they
might give practices incorrectly and someone could be hurt. K. Dassau commented
that parents do intramurals – maybe should receive instructions from a coach. G
White brought things back to definition of “designated volunteers”. K. Dassau
will discuss at A-Team meeting. Are there people who fit into this category who
have not been checked? What are they doing? Are volunteers supervised? J.
Kenyon made the motion and G. White seconded, Table to next meeting
