Minutes of Meeting of 29 October 2007

Karen C called the meeting to order.

K passed out revised Option 1, based on input from the Educational Committee
and Work Session with the Staff. This incorporates the Opt 2 Site Plan with the
Opt 1 Floor Plan. The current curriculum needs to be verified against the new
floor plan.

C asked Ken D if the floor plan/curriculum could be reviewed.
Ken
D said Joe Smith and Linda Sutton can review it.

C asked about square footages.
Dave
K said that wasn’t broken out but we can get them. The overall square footage
is listed.

C asked what was revised from the last time.
David
K said some of the room sizes were revised (predominately Science, Technology
Lab and Consumer Science Lab, a complete separation of HS/MS, larger spaces for
Band and Choral, 2 vestibules (1 for weather and 1 for Security {egresses into
Main Office}).The projected cost of completing Opt1 Floor/Opt2 Site is approx
$37,584,000,, assuming a bid day of April 2009 (per the Conceptual Estimate
provided by KB. This assumes the project is done all at once and allows for 6%
escalation for inflation as well as a 7.5% for contingencies.

K walked through the estimate. “Basement” refers to Slab on Grade. UC equals Unit
Cost, estimate of dollars per square foot. This includes renovating to “Like
New” condition. This is broken out into Site Improvement, New Construction and
Renovations. Mechanical Systems need to be renovated before new construction
can take place.

C asked how we prioritize this.
David
K said we prioritize on class and severity of required work and program areas.

C asked if KB can help.
David
K said yes, it would have to be a collective effort.

C asked how the work would be sequenced.
David
K said work each side of the building separately and use a Swing Space

C asked how long the Gym and heavy demo would take.
David
K said the gym (done all at 1 time) would take approx. 14 months.

D asked how long for new construction wings.
Dave
K said approx 14 months, as well. Occupied Spaces might take 9 months to a
year.

C asked if the project would take 2 years to complete.
Dave
K said approx 30 months.

D said with the public request for all day kindergarten, we should have the
conversation about potentially bringing 6th Grade to the Middle
School versus building additions to the elementary schools. So we can answer
the public’s questions.

C asked how much would a separate MS cost and what is meant by a “modified” MS?
Dave
K said he’s not familiar with the term.

D asked wouldn’t that require a property purchase?
Katie
C said yes, it would.
Karen
C asked about the test holes in the masonry.
Dave
K said the tests indicate the veneer has no ties to the inner wall and there is
no insulating space (which would also let out condensation) between the inner
wall and the veneer. Also, there is no provision for separate movement of steel
columns and brick. We have a mix of glazed and regular brick with different
rates of expansion and contraction. Moisture has gotten down inside. The test
did not include checking the steel columns (rust, corrosion, worthiness).

C asked for options.

K said we could take it off and redo it properly. This was not part of the
renovation.

D asked how we could restructure costs.
Dave
K said we could build on the fields and build a 3 and/or 4th floor
to decrease the foot print.
Katie
C said the state UC for HS is $144a and the MS is $127. Using those figures, it
would approx 27 Million and 6 million for site prep for new facility. MS
requires 10 acres and 1 acre per 110 students and the HS requires15 acres and 1
acre per 110 students. No difference between single floor construction and
multiple floors.

B asked about separate MS and HS connected by common areas
Dave
K said KB will prepare an estimate for new construction for MS/HS for
comparison purposes.

F said the public might say we’ve gone beyond our charge.

D asked even if new construction was cheaper?
Bill
F said yes. That would be the rational approach. However, we are trying to sell
something to people who don’t think rationally.

C said the state formula is 57

C asked David K if KB could have the new estimates by the 14th.
David said yes.
