Budget Oversight Subcommittee Meeting Minutes

The budget oversight subcommittee met on January 11, 2006 at the SAU building.  Members present were Neil Moriarty, Dick Bauries, Jane Fortson, and Tom Parker.  Administrators present:  Ken Dassau, Larry Biron and Dave Hodgdon.

 

 

 

Larry and Ken updated the committee on the tuition/expense worksheets.  The changes to the worksheets were discussed, among them the increased revenue from the grant of approximately $60,000, and a decrease in the public/private tuition of approximately $40,000.  With these changes taken into account the remaining over expenditure comprised of an expense overrun of $282621 (as of Dec. 30, 2005) and the 2004-2005 deficit of $210147 is $492768.  The expected tuitions district wide and trust fund transfers to offset this amount are currently projected as $975618, for a net amount of $482,850. 

 

The committee discussed the insurance increase of 26.8%, that is projected and asked the administration why Winchester was setting theirs at 20%.  Larry explained how the rate is set and informed the subcommittee that the most recent 6 months health expense data looked pretty good, and that this might help reduce the actual insurance increase when the actuaries determine the actual rate later in the year.  Members questioned what the previous years difference of actual vs. budgeted insurance amount was used for.  Larry explained that it was used to offset the costs of purchasing and installing the trailer at the HS/MS and the funding of the HS/MS autism program.

 

The oversight committee questioned the 15-minute reduction in aides hours and why not 30 minutes.  Discussion about the decreased student population vs. the increased staffing levels in the district was questioned by T. Parker.

 

N. Moriarty questioned why Richmond’s taxes didn’t go up this year.  L. Biron explained that it was due to a shift in the ADM (Average Daily Membership). 

 

The only major expenditures foreseen in the coming month, was a special ed. Placement.

 

The next meeting of the Budget Oversight committee will be Feb. 8th at 9:30 at the SAU Building.
